Following is revised draft of suggested local

announcement.

Begins.

The report of the Hong Kong Salaries Commission

which will be published shortly has been considered by

the 3. of 3. for the Colonies in the light of the

recommendations made by this Goverment. The S. of S.

has now indicated that the recommendations of the Report

relating to salaries and allowances are in general

acceptable.

Further consideration is being given to the scale

for administrative officers and to some other time-scales.

Adjustments in the latter case are likely to be few.

The 5. of S. has agreed in principle to

Commission's proposal that expatriation pay should be

offered as an inducement to qualified officers from

overseas when suitable local officers of required

qualifications are not available, and has accepted the

rates of expatriation pay proposed by the Commission.

The earnings of daily paid workers throughout the

Colony have been increased since the Counission

submitted its report, and this Government has proposed

a modification of the emoluments originally recommended

by the Commission for lower grade monthly paid staff, in

order to reflect these changes. This modification is now

under consideration by the S. of 8. The S. of S. has

agreed that, subject to a decision on this proposed

modification, the Commission's proposals for temporary

high cost of living allowance are acceptable to him as
